Iowa solar in 2026

Iowa is not a sunshine state, and that is not the killer. The production numbers are respectable enough to support a careful project. The issue is what happens after your panels make more power than the house is using. MidAmerican and Interstate Power and Light can use inflow-outflow billing, which turns exports into dollar credits at an outflow purchase rate. That is a different economic animal from old-fashioned retail net metering.

Iowa residential power averaged 14.14 cents per kWh in May 2026. Our four PVGIS runs land between 1,361.7 and 1,423.2 kWh per kW per year. The residential Iowa Solar Energy System Tax Credit is closed. For customers on inflow-outflow, exported power is credited in dollars at the outflow purchase rate and those dollars offset future volumetric charges. The economics can be decent, but only with a utility-specific proposal.

Iowa power prices are only half the solar calculation

A modest retail price does not automatically rule out solar in Iowa. A paid-off system models at 9.4 cents per kWh over 25 years. The crucial distinction is between power the home consumes and power it delivers to the utility, because those streams can receive very different bill treatment.

Iowa production has more room than its reputation suggests

The numbers do not pretend Des Moines is Phoenix. They do show usable output across the state, with a meaningful spread between Davenport and Sioux City. Shade, roof direction, and the utility tariff are likely to move a real proposal more than a generic claim that Iowa is too cloudy.

Inflow-outflow means exports are dollars, not your old kWh

Senate File 583, now Iowa Code § 476.49, requires Interstate Power and Light Company and MidAmerican Energy Company to file distributed-generation tariffs using either net billing or inflow-outflow. Under net billing, exports create kWh credits. Under inflow-outflow, you pay applicable charges for delivered energy and your exports create dollar credits at the outflow purchase rate. Those credits can offset future volumetric kWh charges.

That distinction belongs on page one of your quote. A system sized as if every exported kWh cancels a retail kWh can look better on paper than it will on a MidAmerican or Interstate Power and Light bill. Ask which tariff applies to your address, the current outflow purchase rate, whether credits expire, and what share of the forecast is expected to export. Do not accept a savings model that calls this plain net metering.

An Iowa quote needs a tariff name, docket, and utility type

Iowa Code section 476.49 puts the state's two large regulated utilities on a specific path. Interstate Power and Light Company and MidAmerican Energy Company must file distributed-generation tariffs using either net billing or inflow-outflow. Those are not interchangeable labels. Net billing creates credits in kilowatt-hours for exported electricity, usable against kWh in later billing periods. Inflow-outflow creates dollar credits at the outflow purchase rate, usable against future volumetric kWh charges.

The approved tariff record is concrete. MidAmerican's Rate IO, Inflow/Outflow Billing of Eligible Distributed Generation Facilities, was approved in docket TF-2020-0235 on November 24, 2020. Interstate Power and Light's inflow-outflow DG tariff is docket TF-2020-0237. A homeowner should ask the installer to name the tariff that applies at the address and build the savings sheet from that tariff, not from a generic statewide net-metering label.

The timing of production matters under this framework. A system can look strong on an annual total while exporting heavily during bright months and buying electricity in other periods. A good proposal separates delivered electricity, onsite consumption, and exports. It then states the outflow purchase rate used for the export forecast. If the quote cannot show those streams, it cannot show whether the headline savings depend on retail-priced exports that the tariff does not provide.

Utility jurisdiction is the next filter. The IUC's interconnection, safety and operating reliability standards in 199 IAC chapter 15 apply to all utilities, while the distributed-generation interconnection rules in 199 IAC chapter 45 apply to rate-regulated MidAmerican and Interstate Power and Light. Municipal utilities and rural cooperatives sit largely outside IUC rate jurisdiction and may use their own forms. The base net-metering rules remain at 199 IAC 15.10(3). Confirm the actual utility before assuming any form, tariff, or credit method applies.

Use the calculator to separate onsite use from export risk

The calculator is deliberately conservative about the state credit because there is no current residential credit to claim. Its retail-rate savings estimate is not a substitute for the outflow rate on your actual tariff. Use the result as a starting point, then make the installer show self-consumption and exports separately.

Iowa specifics worth acting on

  • Get the tariff name before the design meeting. MidAmerican Rate IO and Interstate Power and Light's inflow-outflow tariff are not a detail to sort out after contracting.
  • Ask for a month-by-month production and consumption chart. Annual netting can hide summer exports that receive dollar credits rather than retail-rate kWh value.
  • Municipal utilities and rural electric cooperatives may use their own forms and rules. The Iowa Utilities Commission says its rate-jurisdiction coverage is limited there.
  • The residential tax credit is closed. If a salesperson shows it as current money, stop the meeting.
